Level Spawn Issue

I know I brought this up on ooc and there was a whole ban threat and arguing going on, and I apologize for any trouble I may have caused, but I feel this issue is unresolved. My issue was that not all pokemon can spawn up to level 15 like some. For example, you'll quite frequently see pokemon such as carvanha spawn at lvl 12-15, however most pokemon can only spawn up to 11. And some can still only spawn up to lvl 5-6, 7-8 and even 4. Ex: Nincada which is solely found on central to the right of unown cave, I've never seen one that has spawned above lvl 4. This is definitely an unfair disadvantage, as I've suggested to riku about fixing. Before it was carvanha that I had given as an example, but there are many others that deserve their time in the spotlight. If they were to spawn at lvl 15, they would be used just as much as other pokemon, since spawning at a higher level would allow their stat cap to increase. For exmple, nincada spawns at about 60/110 max at lvl 4. At lvl 15, who knows, it could get up to 120/150. Just as carvanha had gone from 100/40 to a whopping 170/110. Makes a big difference huh?

dont really care honestly xD take an underused thing and make it OP like always. it proposes a challenge in my opinion lol but thats just me.

Lol, I'm sorry, but I have no problems with it, either; only problem I have with people & pokemon is them abusing bugs in general. >:/
